As the trustee and asset manager of the national rail system, RAC is responsible for ensuring that rail assets are managed in a planned, systematic, and sustainable manner. This management scope includes asset registration, scheduled maintenance, performance evaluation and monitoring, as well as lifecycle planning to ensure the efficiency, safety, and functionality of rail assets.
RAC also manages technical assets such as rolling stock, signaling and communication systems, track engineering, and ICT systems, ensuring smooth rail operations and readiness to meet future demands.
In addition, RAC undertakes various strategic initiatives through Requests for Proposal (RFP) to obtain the best and most innovative solutions from the industry. This includes projects such as the Rolling Stock Strategy (RSS), initiatives to revive inactive train sets and development of cargo terminal hub. RAC is also mandated to support and monitor the implementation of government rail projects and is appointed as the implementing agency for development projects under the 11th Malaysia Plan (RMKe-11).
Through this role, RAC is responsible for planning, coordinating, and monitoring projects to ensure effective execution, adherence to government policies, and optimal cost control, thereby supporting the sustainability of the rail system and the nation’s economic growth.

In this aspect, RAC is responsible for managing technical assets, including rolling stock, signaling and communication systems, track engineering, and ICT systems (such as Automatic Fare Collection and Ticket Vending Machines). In addition, the unit is involved in railway asset maintenance management through asset assessments, as well as in handling Request for Proposal (RFP) submissions related to rail industry projects.
As a member of the Project Team, RAC has been mandated to support and monitor the implementation of Government railway projects to ensure their effectiveness and successful delivery. RAC’s involvement in this project, includes:
