Under Section 89(2) of the Railways Act 1991 [Act 463], the Minister of Transport is authorized to appoint the Board of Directors of RAC.

Under Section 89(2) of the Railways Act 1991 [Act 463], the Board of Directors must consist of the following members:

  1. A representative from the Ministry of Transport;
  2. A representative from the Treasury;
  3. A representative from the Economic Planning Unit;
  4. The Federal Land Commissioner;
  5. The Railway Asset Manager, who shall be an ex officio member; and
  6. Not more than two other members.

Under Section 89(3) of the Railways Act 1991 [Act 463], the Minister of Transport is authorized to appoint the Chairman from among the members of the RAC Board of Directors.

Under Section 89(5) of the Railways Act 1991 [Act 463], the Chairman and four members of the Board of Directors are required to form a quorum for a meeting.

  • RAC is the owner and manager of assets such as buildings, engineering systems, and station structures. Its main focus is ensuring the safety and comfort of users.
  • KTMB, on the other hand, is responsible for daily operations, cleanliness, user facilities (toilets, prayer rooms, walkways, etc.), and taking immediate action on any disruptions at the station.

RAC manages facilities related to mechanical and electrical system, structural works, internal and external cleaning, landscaping, pest control, and security.

Report it to the KTMB staff on duty at the station.

RAC supervises contractor for scheduled maintenance, while KTMB acts as the reporter and monitors daily operations.

Yes. RAC carries out long-term maintenance and upgrades based on KTMB reports and current needs.

Through audits, risk assessments, and regular reports in line with the standards set by authorities such as BOMBA, JKKP, and JKR. KTMB complies SOPs based on the existing infrastructure.

Yes. RAC appoints external contactors or consultants through open tenders or quotations, with strict monitoring of quality and safety specifications.

Performance is measured using indicators such as:

Saluran rasmi untuk menghubungi pegawai RAC adalah melalui panggilan telefon, e-mel rasmi, laman web dan surat menyurat. Selain itu, maklumat terperinci pegawai seperti nombor telefon sambungan dan alamat e-mel boleh diperoleh melalui direktori kakitangan (Staff Directory) yang turut disediakan di laman web rasmi RAC.

Permohonan jawatan kosong boleh dibuat melalui portal pengambilan kakitangan ejawatan@rac.gov.my. Semua permohonan hendaklah dibuat mengikut tatacara yang ditetapkan dalam iklan.

Keputusan temu duga bagi sesi pengambilan akan dimaklumkan kepada calon dalam tempoh antara tiga (3) hingga enam (6) bulan selepas tarikh temu duga dilaksanakan.

Calon yang berjaya akan dihubungi melalui panggilan telefon dan/atau e-mel. Sekiranya tiada sebarang maklum balas diterima selepas tempoh tiga (3) bulan daripada tarikh tersebut, maka permohonan dianggap tidak berjaya.

Maklumat pengambilan akan dinyatakan dengan jelas dalam iklan jawatan kosong. Sekiranya jawatan tersebut diiklankan di bawah nama Perbadanan Aset Keretapi (RAC), maka ia adalah pengambilan oleh agensi induk.

Sekiranya jawatan ditawarkan oleh RAHSB atau menggunakan logo serta butiran anak syarikat, maka ia adalah pengambilan di bawah RAH. Sekiranya terdapat kekeliruan, pemohon digalakkan untuk merujuk terus kepada alamat e-mel atau nombor telefon yang dinyatakan dalam iklan untuk pengesahan lanjut.

Ya. Permohonan latihan industri boleh dikemukakan melalui surat rasmi dan/atau e-mel dengan mengemukakan resume dan dokumen sokongan kepada Unit Sumber Manusia.

Permohonan hendaklah dibuat sekurang-kurangnya dua (2) bulan sebelum tarikh mula latihan industri. Kelulusan adalah tertakluk kepada kekosongan dan kesesuaian penempatan dan bidang pengajian pelajar.

RAC mengalu-alukan sebarang jemputan kerjasama strategik yang melibatkan pembangunan modal insan atau pemerkasaan sumber manusia.

RAC (Railway Assets Corporation)
Perbadanan Aset Keretapi atau lebih dikenali sebagai RAC adalah sebuah Badan Berkanun Persekutuan di bawah Kementerian Pengangkutan (MOT) yang bertanggungjawab sebagai pemilik, pengurus dan perancang perniagaan bagi menterjemah aset-aset kereta api yang dibiayai Kerajaan kepada sesuatu harta yang bernilai dan mampu menjana pendapatan berterusan untuk Kerajaan. RAC ditubuhkan bagi membantu industri kereta api di Malaysia berkembang maju dan berdaya saing serta setanding dengan industri kereta api di negara-negara maju.

RAH (Railway Asset Holding Sdn. Bhd.)
Railway Asset Holding (RAH) merupakan anak syarikat milik penuh RAC yang berstatus Syarikat Sendirian Berhad. RAH tidak memiliki atau menguasai aset secara langsung, tetapi ditubuhkan bagi melaksanakan aktiviti pembangunan dan pengkomersialan aset RAC secara lebih fleksibel dan responsif terhadap keperluan pasaran. RAH juga berfungsi sebagai pelaksana projek-projek strategik, termasuk yang melibatkan kerjasama pelabur swasta menerusi model Perkongsian Awam–Swasta (PPP).

RAILS is a mobile app that lets users view rental information and pay for rentals online.

You can download the app from the Google Play Store (Android) or Apple App Store (iOS). Just search for "RAILS RAC" in the app store.

  1. Freehold Land

    This type of land can be used either for railway purposes or mixed development, depending on the conditions stated in the land title.
    However, priority is always given to the railway industry.

    Freehold land is divided into two categories:
    1. Permanent
    2. Leasehold

       
  2. Reserved Land

    This land can only be developed for railway purposes. It falls under three categories:
    1. Surveyed and gazetted reserve
    2. Surveyed but not gazetted reserve
    3. Unsurveyed and not gazetted reserve

Railway land is divided into three categories:

  1. Pocket Land
    • This refers to railway land that is separate from railway operations.
    • In the past, it was often used for staff quarters or as quarry sites for railway needs.
    • Today, this land is highly suitable for commercial development (with approval from the Town and Country Planning Department and Local Authorities) because of its high market value
       
  2. Surplus Land
    • This is land connected to railway operation areas, whether it is currently in use or not.
    • It has strong potential to generate income through rental, leasing, or development that benefits the railway industry.
       
  3. Operation Land
    • This land is fully involved in railway operations, such as along railway tracks and within station areas.
    • However, income can still be generated along the tracks, provided that safety is always prioritised when granting rental or lease rights.

No. The public is not allowed to enter or use railway reserve land without written permission from RAC. Any unauthorised entry is considered trespassing and may result in legal action.

Applicants who wish to rent can check the site plan or conduct a private search at the local land and district office. Alternatively, they can purchase the plan directly from RAC.

The Enforcement Unit monitors railway land from time to time to prevent trespassing, including squatter settlements and unauthorised commercial or agricultural activities.

PROCUREMENT CATEGORIESQUALIFICATION/CRITERIA
SERVICES/SUPPLIESFor the procurement of supplies and services, companies must be registered with the Ministry of Finance (MOF) under the relevant field code and obtain a company registration certificate
WORKS
  1. For the procurement of works, contractors must be registered with:
    i. The Construction Industry Development Board (CIDB);
    ii. The Contractor Registration Certificate (PPK) with the relevant grade, category, and specialization; and
    iii. The Government Procurement Work Certificate (SPKK).

An online system that covers aspects of procurement for services/supplies, including supplier registration, tender preparation, purchase requests, bid submissions, purchase of tender documents, tender submission, and contract authorization.

Companies interested in participating in procurements offered by RAC must first register with Tenderwizard. Please note that a registration fee with a validity period will be charged by Tenderwizard. Companies can obtain this information through the advertisement notices published on the official RAC website.

A notice of the tender/quotation results, including the name of the successful company, will be displayed on the RAC website. Additionally, an SST will be issued to the successful company.

The implementation of a briefing/site visit is subject to the advertisement notice that has been issued. However, it should be conducted for procurements with high value and complex requirements.

No. The four (4) month period is calculated from the date the SST is acknowledged by the company.

The supplier is required to return the SST within the specified period from the date of the offer letter (3, 7, or 14 days).

The SST and Contract documents must be signed by an officer who has been duly authorized in writing by the Minister under Section 2 of the Government Contracts Act 1949 (Act 120).

reasury Instruction 169D (d) and PP/PK 4.2 Appendix 5 stipulate that a Government order must be issued before or at the time the goods/services are ordered.

For cases involving periodic/monthly services, the Government order must be issued before the service begins or at the latest, on the first day the service starts in that month.

Additionally, subject to procurement methods under PK7, the Government order can be issued after the supply is received, specifically for contracts that have been granted exemptions by the Ministry of Finance (MOF).

  1. Plan development of railway land owned by RAC.
  2. Process development proposals for RAC land from government/private agencies.
  3. Manage projects for approved development proposals.
  4. Process applications for reviews of neighboring land development proposals
  5. Provide advice and other tasks related to RAC land development.

UPPH provides advisory services related to the development planning of RAC's land and coordinates the internal unit and technical agency reviews.

The process includes providing technical review services within RAC and coordinating reviews with external technical agencies, including the following steps:

  1. Receipt of Application
  2. Collection of Information
  3. Preparation of Technical Review.
  1. Land grant of the applicant
  2. Site plan, location plan, and summary of development data
  3. Planning Permission Plan
  4. Building Plan
  5. Survey Plan
  6. Road & Drainage Plan (final discharge, sewage, retention ponds, etc
  7. Landscape Plan
  8. Local Plan Extract/Special Area Plan, etc. (Current Land Use and Zoning Plan)
  9. Development study report
  10. Cadastre Lot
  11. Orthophoto map (orthophoto image) & Google image
  12. Photos of the surrounding development area, including the proposed development site inventory
  13. Support letters from relevant agencies:
    • KTMB
    • JPS
    • APAD
    • TNB
    • Other relevant agencies related to the application.

The technical review is provided within 14 - 21 working days (based on document completeness).

Any Development Proposal must be submitted officially to RAC

The RAC Rail Unit is responsible for the following areas:

  • Management and maintenance of railway systems.
  • Disposal and sale of used assets.
  • Management and maintenance of rolling stock.
  • Rental of track and overhead line maintenance machinery.
  • Management and development of railway projects.

To rent, send an official letter to RAC stating the type of machinery, number of units, rental date, and duration. RAC will review the request and issue a Letter of Acceptance (SST) along with the cost details.

Send an official letter to RAC stating the type of materials, number of units, and the collection date (at least one week in advance, excluding Saturdays, Sundays, and public holidays). RAC will review the request and issue the necessary documents along with the purchase cost details.

According to the Railways Act 1991, all railway-related assets, including rolling stock acquired after 1992, belong to RAC.

Submit an official letter to RAC with full details of the construction area, including a Traffic Impact Assessments (TIA). The application will be reviewed and coordinated by RAC before further action is taken.
